The ''[[Institute of Governmental Studies Library|http://igs.berkeley.edu/library]]'' is one of the nation's premier libraries of nontrade and ephemeral materials on American public affairs and policy. Pamphlets and unbound reports from a broad spectrum of public interest organizations, research institutes and government agencies are the heart of the collection. The Library also has a strong core collection of books and journals on American political science and public administration.\n\nThe Library has served the research and public service mission of the Institute of Governmental Studies for over 70 years. It was organized in 1921 at the founding of the Institute, then known as the Bureau of Public Administration, and has evolved into a large specialized library serving not only Institute scholars but the University community and the general public.\n\nWith continuing advances in information technology, the Library's resources have expanded to include not only the on-site collection, but the online resources of the digital age. Brian Bilbray, a lobbyist and former Congressman (49th District, 1995-2001), ran against Francine Busby, a member of the local school board in ~Cardiff-by-the-Sea who had run against Cunningham in 2004. \n\nBusby displayed strength in the polls until the final days of the race, and her potential victory was seen as a bellwether of the Democratic Party's strength in the upcoming fall election season. Busby made some remarks on the campaign trail several days before the primary in which she appeared to support illegal immigrants voting without proper documents, and this misstep, along with the general Republican leanings of the district (Bush won the district by 56% in 2004) and the GOP's determination to win the election, ensured her primary defeat.
