Provenance:
The Overacker-Heard Collection was acquired by the Institute of Governmental Studies Library in 1999. The library inherited the collection from the Citizen's Research Foundation, a now defunct organization dedicated to the study of political finance in the United States.

The collection is open for research. Materials may be paged from closed stacks and are available for use in the library reading room.

Scope and Content

The Overacker-Heard collection consists of 66 boxes of index cards which contain lists of individual contributors to presidential campaigns and party committees from 1904 to 1952. The cards formed the data bases for Louise Overacker's Money in Elections (1932), her accounts of financing the 1936, 1940 and 1944 presidential elections and Alexander Heard's The Costs of Democracy (1960). Approximately one third of the data pertains to the 1936 election. The 1952 data is collected in a different form than the earlier data, and is intended to be a comprehensive coding of candidates, groups and individuals, whereas the earlier data is not.

The earlier data focuses on individual contributions to Republican candidates beginning in 1904; contributions to Democrats began in 1912. Also included are contributors to the third party candidacies of Theodore Roosevelt in 1912 and Robert LaFollette in 1924. Contributions of $1000 or more are listed alphabetically by party and may include contributor's geographical location and business affiliation. Contributions to the parties' national committees, state and local committees, and presidential candidates are separated from on another. Beginning with the 1936 election, contributors to both Democratic and Republican candidates and national committees are combined in one extensive alphabetically arranged file. Generally, contributions of $100 or more are included, although smaller contributions are recorded in some file boxes. The 1940 boxes are similar to boxes from 1936 but include only contributions of $1,000 or more. For 1944, the limit is $500. For the later data, contributions are not listed, but rather coded. The threshold is $500.
