The following corrections have been made to the

REPORT AND RECOMMENDATIONS OF SPECIAL MASTERS ON REAPPORTIONMENT

1. In place of the last six lines on page 31, substitute the following:

"provisions. (See Delaney v. Superior Court (1990) 50 Cal. 3d. 785, 802-803 [ballot arguments are accepted sources from which to ascertain voters intent and intent of voters governs interpretation of constitutional provisions enacted by them]); White v. Davis (1975) 13 Cal 3d. 757, 775 [ballot argument identifies the principal "mischiefs" at which the constitutional amendment is directed].)"
 

2. On page 54, line 14, for the underlined beginning of the paragraph, substitute the following:

"Districts 11, 15, 18 and 20" and

On page 55, line 2, for "District 16," substitute "District 18;" on line 3, for "District 18," substitute "District 20;" on line 7, add the phrase "...for the district as a whole." to the end of the sentence.
 

3. On page 77, line 11, strike the phrase "both Butte and" and substitute "County" for "counties."
   
   
4. On page 85, line 19, for "District 8" substitute "District 9;" on line 20, for "three" substitute "four." and
   
   
5. Substitute the enclosed map for the first congressional district map in Appendix One.

Various typographical, punctuation and grammatical errors not affecting substance have also been made to the report.
