2025 Barbara Boxer Lecture: Meeting the Moment Reimagining Civic Engagement to Protect Democracy

The 2025 Boxer Lecture will be a thoughtful conversation between Julie and Former U.S. Senator Barbara Boxer with a focus on women in public service leadership. As a Cal alum, the granddaughter of American labor leader, César Chávez and American labor activist Helen Fabela Chávez, and an accomplished political strategist in her own right, Julie can offer valuable insights into political coalition building and public engagement on key issues from the grassroots level to the highest office in our nation. At this critical juncture in the nation's political future, Julie will speak to the current state of politics in the country, ways in which organizing and civic engagement have changed over the years, and what individuals, especially students can do in this moment to get engaged and ensure their voices are heard.

The Barbara Boxer Lecture is an annual event, sponsored jointly by the Institute of Governmental Studies and The Bancroft Library, that focuses on women in leadership. This event is co-sponsored by the Robert T. Matsui Center for Politics and Public Service.

About the Speaker: 

Julie Chávez Rodriguez is an American political strategist and the former campaign manager for the Harris-Walz campaign. Prior to leading the Campaign, Julie served as the Director of the White House Office of Intergovernmental Affairs and Senior Adviser to the President during the Biden-Harris Administration. She grew up in California in a well-known family of American labor and civil rights activists, the granddaughter of American labor leader, César Chávez and American labor activist Helen Fabela Chávez. From 2009 to January 2017, Rodriguez served in the Obama administration, initially working for the United States Secretary of the Interior and later in the White House Office of Public Engagement. She was appointed state director for Senator Kamala Harris in 2017. She later served on the Kamala Harris 2020 presidential primary campaign in 2019. In 2020, Rodriguez was hired by the Joe Biden 2020 presidential campaign as Deputy Campaign Manager and senior advisor for Latino outreach. Rodriguez was appointed to be the Director of the White House Office of Intergovernmental Affairs by President Joe Biden, and took office on January 20, 2021.
